The Directive Principles of State Policy in Indian Constitution envisage that the State shall strive to promote the welfare of the people by securing and protecting, as effectively as it may, a social order in which justice; social, economic and political, shall inform all the institutions of national life. The basic objectives of planning can be grouped under four heads: modernization, growth with employment, inclusiveness, sustainability. Planning yearns to identify a process of development which will raise living standards and open out to the people new opportunities for a richer and more prosperous life. The federal democratic nature of our country calls for national development with active participation of States. Planning process at the State level promotes co-operative federalism by establishing an effective interface with a two way communication channel with the local self governments. It provides a platform for structured and regular interaction with these bodies.
