The State Transformation Cell (STC) has been established in the Planning Department under the State Support Mission of NITI Aayog. The Cell was conceptualised on 2nd February 2024 and sectoral experts were formally engaged in May, 2025 to strengthen its technical and analytical capacity. At present, the State Transformation Cell (STC) is actively contributing to the formulation of the long-term development framework for Viksit Rajya @ 2050, aligned with the national vision of Viksit Bharat @ 2047. Each sector expert is undertaking an in-depth analysis of their respective domain and preparing comprehensive sectoral vision documents to support the achievement of the Viksit Bharat goals.
Under Viksit Bharat 2047, the Government of Himachal Pradesh conducted a statewide Public Perception and Citizen Satisfaction Survey, Vikas se Samridhi ki Ore 2050 and Beyond, to assess citizens views on development outcomes, governance quality, public service delivery and overall quality of life. The survey identifies service gaps and public priorities to align long-term state planning with people’s aspirations and the goal of Vikisit Rajya @ 2050.
As part of its institutional strengthening and policy mainstreaming initiatives, the STC has recently organised two thematic workshops
1.0 : “नीति से परिणीति :
-“Strengthening the Capacity of Nodal Officers for Gender-Responsive Planning and Budgeting”. State Transformation Cell (STC) under the State Support Mission NITI Aayog has organized this workshop on 22nd January, 2026 with technical support from GIZ (India) with the objective of enhancing institutional understanding and practical application of gender responsive planning and budgeting across government departments.
The programme aims to strengthen the capacity of nodal officers by enhancing awareness of the concepts and frameworks of gender-responsive planning and budgeting and improving skills for integrating gender perspectives into departmental plans and budgets and sharing best practices, tools and implementation strategies.

2.0 : “नीति से परिणीति :
-“Translating Policy into Performance through Outcome Budgeting”, a capacity building working for Outcome Budgeting. The workshop was conducted by the State Transformation Cell (STC) established in Planning Department on dated 13th February, 2026 under the State Support Mission (SSM), NITI Aayog, Government of India, with the objective to capacitate all Nodal Officers and other officers functioning on SDGs/Budgeting/Outcome Budgeting.
The workshop aims to strengthen the capacity of the Nodal Officers and responsible officers by Enhancing awareness of the concepts and frameworks of SDGs linked Planning and Budgeting. Improving skills for integrating performance based Planning and Budgeting. Sharing best practices, tools and implementation strategies for Outcome Budgeting.
